Yes. Windows XP comes with speech recognition software. There are a few other products as well. The problem is, speech recognition does not work particularly well, unless you happen to have a very clear unaccented diction.

Hi. Yes, it's called 'Voice Recognition'. http://www.google.com/search?hl=en&sa=X&oi=spell&resnum=0&ct=result&cd=1&q=voice+recognition+software&spell=1
From the web. "Voice recognition included with Vista.
Windows Vista, the new Microsoft operating system, includes a feature called Windows Speech Recognition. Early reviews say it rivals Dragon NaturallySpeaking 9 for accuracy. If you buy a new computer, you'll get Vista by default, so you can try out its voice-recognition features before buying other software."

I believe there are a few... probably your best bet would be Dragon Naturally Speaking..
and, if you'll type those words into your search bar, it will come up with sites for you to go and see about buying it..

yeah, my dad has it, but generally you have to speak slowly and very clearly, and the microphone alone costs like $600
