Move ur mouse to bottom. Its taskbar, & will come out as u said. right click on empty space on it.
click properties, remove the tick mark on "Auto-hide the taskbar'- its 2nd option.
Click ok. it will stay forever.

If I understand correctly, this machine does not belong to you, you did something which has caused some type of serious error in how the windows appear, and you need to know how to fix it so you won't get into trouble with the owner of the machine. Is this correct?
OK, first of all it sounds like you are not very experianced with computers. Add to this the fact the computer does not belong to you. You may or may not have an Administrator account, you may be using a Limited account.
If you are using a Limited account, there is nothing you can do to fix this on your own, because to use the system utilities, such as System Restore, you need Administrative privledges or access rights.
If you are using an Administrator account, I still think you need to go talk to the owner of the computer and allow that person to work on fixing the issue, and just take your knocks and learn from the experiance. This is the most responsible and mature thing you could do. If you owned the computer and somebody accidently messed it up, wouldn't you want to know and have a hand in fixing your own computer?
If you still do not want to fess up to your mistake, and you are using an Adminstrator account, you can use System Restore to undo whatever damage you accidently caused to this computer, OK?
To do this you need to open System Restore. How you do this depends on which OS you are using.
For Vista, just click on Start, and begin typing System Restore into the Search box at the bottom of the Menu. System Restore will appear in the list on the menu. Click on System Restore. Now, you may be confronted with a request for elevation, so either click Yes, or enter the password. System Restore will open.
For XP, click on Start, then on Help and Support on the right of the Start Menu. Help and Supports main page opens. Look for an list where you will find wording such as "Undo changes to your computer with System Restore" or simular wording, or simply "System Restore". Click on the words as they are a link to the utility. System Restore opens.
Now that you have System Restore open, you will see two options you can choose from. Select the radial button in front of "Restore my computer to an earlier time". Click Next.
On the next page you will see a calendar with dates. Some of the dates are highlighted and others are not. The highlighted dates are the ones you can choose from. Click on a highlighted date that is before the error occured, but not too long before.
*Note* Any changes made to the system from the date you choose until the time you use System Restore will undo ALL changes made to that computer. Including programs installed or removed, and configuration changes. It will not remove files created during that time, but will delete anything that was downloaded. So, be sure to pick a date right before this occured, but not too long ago, OK? Or the owner will find things s/he thinks should be there are gone, or things they got rid of are back.
Now, just click Next and follow the one or two screens which follow, and they are simple and self explanatory, and finally click Finish, or Restore, and the system will automatically reboot. Make sure you save any documents or files you have open and which you made changes too, or you will loose those changes, OK?
Now, when you log back onto the computer you will be greeted with a statement that you have successfully restored your computer. Click OK, and you are finished. Things should be back to normal now.
I still strongly advice you to go to who owns the computer and explain that you made an error somehow, or that while you were using the computer something happened but you are not sure how it happened. Allow the owner to decide what should be done, and be honest about this situation. It is the mature and adult thing to do. It isn't always the person using the computers fault for things which go wrong. It could be something that has nothing to do with anything you did or did not do. By being deceptive you can lose the trust of the person who owns the computer, is it worth that?

I am assuming you are talking about your task bar when you speak of the bottom window.????
Have you just tried dragging it out with your cursor? As its just hiding. Hold your cursor over it until you see the arrows and then click on it and drag it out again. Hope the above helps.
