It depends. The normal consequences for stealing should apply, and there should be additional punishment if they were using it to get high. The only exception I see (and this would be really rare) is if they were having health problems and needed medicine, but their parents were ignoring them/not letting them do anything about it. That's the only situation I see where their actions would be justified.

Some of that stuff can be used to make meth. It's controlled. If you took something like that, you could be in for a lot of trouble.
Otherwise, just the normal trouble from stealing, which is a crime.

They should not get in trouble, however they should be given a warning and taught the dangers of messing with over the counter meds. If they want to kill themselves after learning how dangerous it can be, let them. Natural selection, eliminate the DNA for stupidity.

if you are stealing cough meds to get high ,you are already in more trouble than what your parents can dish out.stop that crap before you get yourself into alot of s h i t ,far worse that cough meds.

It is shoplifting and is a misdemeanor (or smaller, less serious) crime. That is assuming the total value of the items taken wasn't in the thousands of dollars.
