If yes: Then how do they know when to break, what the speed limit is, etc.
If no: Then why do they have braile on the drive up ATMs?

Federal regulations require braille on the keypad because, you guessed it Barry M, there just as well may be a blind passenger in the car.
Of course, although there's braille on the buttons of the keypad, that doesn't mean it's all that easy for them. Even people who can see the numbers sometimes make mistakes putting in what they want. There isn't any sound for them, and they can't see the screen. So, there are some faults.

Some people are technically blind but do have some sight. My neighbor is blind enough that he can no longer perform certain jobs but can drive a vehicle with certain restrictions like no night driving. As for the ATM machine, this question has been asked so many times, it is like a broken record. Blind people are capable of having and using ATM cards and can also be a passenger in someones vehicle using the ATM machine.

It sure does seem that many people on the road are blind. But, no a blind person LEGALLY is not supposed to drive. The DMV can take a license away from those who will even be not blind---but visually impaired so that cannot drive safely.
I think braille is on most ATM's. My guess is the manufacturer of the ATM machine put the braille on all of them. The bank merely used one of those for the drive thru.

Completely blind people cannot drive, but it's possible for a visually impaired person to drive. If they can meet the DMV requirements, of course. I drove for the longest time and I was classified as legally blind in my left eye. Not once was I pulled over for any reason. I obeyed the rules of the road like any other smart person. I went completely blind 3 years ago. So naturally, I didn't drive while regaining sight. But thanks to technology, many blind people are gaining their independence - and sight. I'll be driving again once I prove I'm safe for the roads again.
As for the atm, blind people still have to function in society. Either they walk to it, have enough sight to drive, but not read, or someone else will drive them.
P.S. look up Lion's World Service for the Blind and open your own eyes.

The braille pads are there because the ATM interfaces are generic. It is cheaper for a manufacturer to make them all the same rather than make special ones for drive throughs.

no they cant drive ,if their considered to be legally blind they wont have a license,and if they get in to an accident that causes them to go blind then they take their license,so their not allowed to be behind the wheel of a car,they have braille on the atm, machines because people take them to the bank to with draw money or to make transactions,but they don't drive,good luck.

NO. Um they can't see so no they can't drive.
As for the Braille, it's on ALL ATM's. They don't know which might be outside or in, when they are manufactured so they put it on ALL the machines.

There are self-driving cars now so they might be able to. The laws might change in favor of blind people.
