I think Oman is your place then. They have good governance (a fit sultan) and the social relations between the stratas of society are stable and of mutual consent. There is no big gap between the rich and the poor, means they don't have poverty at all. And they have a swift acting justice. So wannabe-criminals can't rely on a slow working and inefficient court or judges. There is a beautiful landscape, national parks and beach resorts and not masses of tourists. If you abide to the rules of life in an Islamic country you can have a nice holiday at least if not more.

I've been doing some very serious research into this for years.
"Japan" is the simplest answer to your question.
But:
The real answer is a bit more complex than simply which country is safest - because there are variations within every country, too.
Let's say with "safe", you mean a place where you are least likely to fall victim to a crime or accidents of various types, or weird and random crazy government or police stuff.
My list of recommended places would be as follows:

1. Southern Germany and all of Austria, especially places like Passau, Heidelberg, Innsbruck, Graz, and their surrounding regions. These places are so safe and harmless, you won't believe it.

2. Sweden's mid-sized towns, especially places like Trosa, Mora, Uddevalla, Uppsala, etc.

3. New Zealand, but with the exception of downtown areas after midnight on weekends (low-flying bottles then); especially the city of Dunedin is famous for its low crime statistics, comparable to Bavaria's sleepiest backwaters.

4. North Wales, especially Anglesey and Llandudno, and down the coast.

5. Brittany in Northwestern France.

6. Iceland, although I felt that Rejkyavik can be a bit threatening in winter on a weekend night out (people do like their drinks).

7. Japan (unbelievably low crime statistics).

Singapore!

There were several occasions that I forgot to lock the door overnight and found out nothing was stolen!
Best of all, we have racial harmony - no matter what you are, you are accepted - with no prejudice or whatsoever.

Do a checkup on Singapore, it's a beautiful, clean and safe country! The education level is great, the economy here is excellent too!

We welcome foreigners - they are entitled to great benefits!

I've heard that Denmark and Austria are really safe. I've been to Austria, and never felt safer on the streets. But Austria is very homogeneous. 99.2% of the people there are Germanic, White and Catholic. So there are certainly no ethnic or religious tensions, but there is a high premium placed on conformity. That's the price you pay for living in a "safe" society. Also, Europe is very expensive compared to the US.

Switzerland: Is a country which hasn´t participated neither in the first or in the second world war. Also I haven´t heard that there are big troubles and I am sure that there is democracy
