It does however have the ability to display color, as the settings menu and volume appear in color. It is also able to display color when not set to any input. The TV Model is a Toshiba ct-9946.

So your VIDEO INPUTS have no color, but your TV stations do eh?

That would be the INPUT switch IC or the YUV switch that separates the black and white (luminance) signal from the color (chrominance) signal.

You need a scope and a set of schematics to trace that problem down.....

The reason your Menu and Volume show up in color is because they are injected into the picture further down the video path....

Hi,
A easy way to check the problem would be to set your TV to an av input and then go through the menu and look for color system and set it to "auto"
if that doesn't work there might be a problem with the video processor or the chroma and luminance circuitry
if that is the case get a TV repair man out to fix it

Is that your TV model or your remote control model? When I reference the model number you give, it just comes back to remotes.

My guess is that your TV is in fact a b/w TV, even though it will display menu and volume texts in color, and maybe even give you the blue screen when there is no input. I suggest calling Toshiba for assistance.

What type of input?

Composite, component, HDMI, S-Video?
All of them?

If only one of them check your cables. If all of them, then the video input demodulator does not provide correct video input to the TV. Call service.
