I assume you mean diesels, for a diesel to put out black smole it has to be under a heavy load or out of tune if it does it all the time. The black smaoke is not any worse than the soot you have in your fireplace or BarBQ. The emsissions from a small valcano emits more soot that the last 100 years of cars.

In my state, we had a rigorous vehicle emissions test that we submitted to every year. It was stopped when the "caring" bureaucrats discovered that the forced vehicle repair burden fell mostly upon the shoulders of the poor, who drove older-model cars that spew more pollutants.

which would be burning oil. I know it is very annoying and they should give tickets for this. Polluting the atmosphere...well I smoke so I can't really say too much about that.

My country (USA), or at least my city (Austin, TX), does. Many places do. I have to have my car inspected for emissions regularly and if it fails I have to repair it so that it does not emit that pollution. I have to pay for the inspection and any repairs myself.
