I have a harmony remote and would like to know what the "safest" order is to power things on. My satellite box, receiver and TV are all connected with HDMI cables.

Use whatever order suits you provided that your volume control is way down. It will help you prevent your speakers from damage.
After you have choosen your source and set it to play, should you turn the volume up.

Let the Harmony remote decide. It 'knew' that my Samsung needed 30+ seconds from a cold start before it was ready to accept other commands and fires it up first, then goes back to it at the end after a delay.

I have TV go on first - otherwise the HDMI connections do not work properly.
It is also a good ideal to turn on the amps before the source.

i really don't think any of that matters. but cared. then I would power the cheapest to the most expensive. so TV last. That way the TV won't have to go through the slight power jump (very very slight...) when you turn on the other things.
