Did you contact PayPal through the dispute console or just the regular email?

They usually are pretty prompt in settling disputes, you have to be signed in though to file one.

Some times calling them and talking to a real person is better and you will get a quicker response(both Exisoftware and PayPal).

If you "purchased" Microsoft Office 2003 for £17.99 you have been scammed. There is no way that a legal copy of Office would ever sell for so little money. You're a victim of your own greed, dealing with a software pirate.

About the only thing you can do is contact PayPal and see if they can roll back the transaction for non-delivery of the goods ordered. The recipient if probably a fly-by-night operation that has abandoned their PayPal account. At best you may be able to get the bank account on the other end barred from further transactions with PayPal. That may not help a lot as the account has probably been abaondoned by the scammers as well.

In the future, follow the age-old maxim: If it's too good to be true, it probably isn't true. Also, tie your PayPal account to a credit card. Never use direct transfers from your bank! You can challenge a credit card transaction fairly easily and have it charged back. Doing so with a bank account is much more difficult and is often impossible.

Finally, the real EXISoftware, aka Extreme Internet Software http://www.exisoftware.com does NOT sell MS Office or anyone else's software but their own. Further proof that you've been dealing with a software pirate / scam artist.
