Yes he is..whatever your heart says is true because you are a devotee of Hanuman though there is no need for logic and though its not a very great wat to explain it(and logic is always steps down from following the heart) if somebody necessarily needs logic or evidence I would say Hanuman is Shiva OR Rudra and Shiva and Shakti are one and the same and not different from one another really. They are inseperable

I am not a vedic scholar. I have so far read that Hanuman is a reincarnation of Shiva. He took birth as Hanuman to be able to serve Lord Vishnu when the latter reincarnated as Shri Ram in the period called Tretayuga.

The best way to know about Hanuman would be to read Valmiki Ramayana. It is mentioned that Hanuman is the son of Vayu. The sons of deities are taken as their incarnations(amsha) only. Thus Hanuman is an incarnation of the deity Vayu.
