It is because he has wants. The more his wants are satiated, the more unsatiated wants he is after. His mind is full of thoughts, good, bad, ugly and most of them useless. To choose the right one and act upon it is very difficult, in deed.

Life is rough, a struggle, a challenge. It is meant ot be this way. It brings out the most in human the spirit, and human potential. A strong character will put up with a lot of hardship, and suffering for a noble cause. If you can handle a lot of the rough side of life, you gain great strength and can pull a lot more out of yourself, when needed. We need more people who can handle a lot, if we are going to solve the serious problems we have in this world. Man's mind being compared to an ocean, may have to do with the vast resources available contained within, that a strong person can reach more of. We all have limits, that is why we must work with others in this world, and not ignor any resources we can get our hands on.

Suffering is a good excuse to complain, and people tend to listen, compassionately, at least for a little while, so it's a good way to get attention.
An ocean - vast, deep, unfathomable. Well, that's one way of looking at it, I suppose. It's a very grand, and noble sounding comparison - nothing is bigger, greater, more majestic, etc... Sounds like someone made up the ultimate excuse for mankind to think far better of himself than perhaps he has the right to. I do wonder whatever happened to humility...

I believe suffering comes from not being close to God. Ocean because man's mind is open and vast and full of possibilities.

Man always seems to be suffering because of what humans do to other humans. For example war, famine, poverty, hate, homelessness, physical abuse, prison, wage slavery, standard slavery, etc.

These are all things that Human kind does to it's own, all are symptoms of the elites need to hold power over the rest of us. And then the rest of us doing what we are told and or living by their example.

Religion!! Endless guilt, inability to face reality, blamed for 'original sin' you had nothing to do with, must sacrifice yourself, threats of hellfire and gashing of teeth......
