You should be able to get bird feed in the same place that you get your litter.

Have you tried Tidycat or Cat's Pride? Those are pretty much generic litters.

Also, long ago before I moved out of my parents' house, I used sawdust from where they had chopped wood for their wood-burning stove, and it worked. But I wouldn't suggest this except as a sort of stop-gap measure because it might be an irritant to the cat.

Good luck!

Good and Cheap don't necessarily go together.

Clay litter is the cheapest, it doesn't do much for the smell and it won't clump, but considering that people used it for decades before clumping litter became available, it's ok.

Bird seed is more expensive than litter. What are you paying currently? A 25 lb bag of clay cat litter from WalMart is $2.59 and that lasts a week with 5 cats here, if I only had one cat, it would last all month, posibly a little longer. Scoop the used stuff any time you see the surface of the box is disturbed and you'll keep the box fresh.

What I use for my cat and it works very well is Tidy cat crumble free cat litter for multiple cats. I only have one cat but it works well and it does not smell much at all. It does not cost much at all.
