Alcohol causes numerous physiological changes, many of which are not fully understood.
While alcohol does cause dehydration, it also stimulates your small intestine and affects your pancreas in ways that make you prone to diarrhea (which results in even more water loss). This is actually referred to as "alcohol-related diarrhea" in the medical community, so your observations are correct for most people.
In the case of a severe alcoholic, I really don't know if the dehydration would eventually overwhelm the other effects of the alcohol and result in constipation. Chronic diarrhea is much more common of a symptom of alcoholism, and can be a sign of permanent damage to the pancreas (which also increases the risk of diabetes).
So yeah, it does act as a laxative in a way, and alcohol is quite healthy in moderation and may even help prevent constipation if you're otherwise eating a reasonable diet, but I certainly wouldn't recommend it for that purpose.
And alcoholics should be worrying about other things than constipation.

Shame it's so "moreish" especially at this time of year!
The effects can be so embarrassing if your on a long-haul flight with thirty minute queues to the loos!!!

yes i would say the opposite..... you are lucky because alcohol robs the body of liquids and if you are constipated, you are not supposed to drink alcohol... you must have luck on your side, it works the opposite for me ,except draft beer sometimes sends me to the bathroom....

beer is a diuretic and saps our body of water which helps lube up your bowels, so i would say you would meet many constipated alcoholics
