In theory you can use any wattage, but what really matters is the temperature your turtle requires as well as the enclosure it's in. You may have to try a couple different sizes of bulb before you get one that's going to give you the correct temperature range for your turtle.

You should have an infra-red temperature gun to measure the surface temperature where the light is shining, as well as a regular thermometer or two to get the air temperature.

If the problem is only for heat, then go for such wattage which would not harm the expected effect of heat to turtle, by getting it over heated and also spoiling the character of fluxes of illumination over the entire surroundings.

If you are using a light as the only heat, none will work well. You need to keep the water at 75-80F, which is hard to do with a light.

Instead, use a good water heater for the water, and a lamp to warm the basking site to about 90F.

i use 60 watts(incandecent) and my turtles love it
