A lot of people that tend to gain weight around the middle are insulin resistant.Tone the muscles with exercise and eat less refined carbohydrates and it should shrink.

That's what I wanna know, I'm very waif everywhere else but my stomach, its the place where all my fat goes, its a nuisance and I know if I do too much exercise it will be dangerous as I'm frail enough as it is and don't need to lose any weight in my arms or legs , I've heard that for the stomach, sit ups are the best type of exercise.

You are not able to "spot reduce" ie..lose weight from one area of your body without losing weight or tone from another area.
The best thing to do is a combination of cardio ie running (which is great for your abs) and weights dont forget weights will help tone and strengthen your core muscles as you are using them when doing weights.
after a few months you should start to notice the stomach slimming and your body toning.
30-40min of cardio is enough, to start and you dont have to do it in a oner, you can do 10min cardio then some upper body weights then 10min on say the bike and 10 min on the rower then do some lower weights then another 10 cardio then abs and cooldown.

Unfortunately no. It is impossible to spot reduce; however, by strength training and building the abdominal muscles you can tighten your stomach.

That is impossible... you cant spot reduce body fat.
the only way to get rid of belly fat is reducing body fat percentage which you achieve by healthy diet and cardio.
find daily calorie intake calculator on the net, enter all your stats and it will tell you how many calories you need a day to maintain, take off 400-600cal off that number and thats how much you need to lose.
eat 5-6 small meals a day (eat every 2-3 hours - it optimizes your metabolism)
5-8 servings of fruit and veggies a day (have lots of veggies to eat in between meals if you are still hungry)
8 glasses of water -carry bottle of water with you and when you feel hungry drink it - we often confuse hunger with thirst (our bodies confuse it)
have complex carbs for breakfast - they give you energy
have protein (lean meat, legumes etc) for dinner - repairs muscle
cardio is the only fat burning exercise and burns fat all over your body (running, jogging, swimming, spinning, elliptical etc) 4-6 times a week for average of 45min, light weight training a few times a week (more muscle=faster metabolism)
dont consume foods that are made of white flour (white bread, cakes, pasta etc.), sugar loaded foods (cookies, ice cream, candy etc) and nothing fried, oily.
of course you can spoil yourself once in a while with a little treat:)

abdominal work outs, like crunches, sit up's etc. running can be good too, bending, anything that works your stomach muscles, also a good diet and lots of water helps too.

I've been trying that, but it's falling off everywhere else instead! Targeted excercise is probably the best bet.
