The reply envelope is a must.
I think its in good taste to put a stamp on it, too. I dont expect people to pay (anything) for a party Im throwing. Plus, people may be more likely to actually get it back to you!
If you dont want to include stamps, then you dont need the RSVP or envelope either-- just the web address. But this presents a problem for the few guests who either dont have or cant use a computer.
If I were you I would budget for the cost and include a stamp for everyone.

If you are putting a reply card you should include a stamp and envelope twith your mailing address on the front of the return envelope. If you don't do this your wedding is going to look cheap right off the bat at the sight of an invitation. Where you might want to save money is rather then mailing all the invitations out some of them could be hand delivered when you see people.
The website address is only good for some people. Not everyone has access to a computer or knows how to work a computer. You may not get all your replies and not know the count. You could include your phone number but it's kinda tacky for your out of town quests to have to phone long distance. This is your wedding and you shouldn't be asking your guests to pay for your wedding.

You should include all possible contact numbers for RSVPs. You don't need a separate envelope for it or a stamp. Just a number and possibly a date when they really have to reply to your invitation. You can also include an email address if you think that's easier for them to reply via email.

Your invitation is lovely- keep if that way by doing the proper thing, envelope and stamp. Everyone will use them- if they respond, that is. Expect to have to track at least a few people down. I would recommend setting your "please respond by" date about a week ahead of when you actually need it, to give you time to track people down and to allow for late arrivals in the mail. We got responses up to two weeks after they were due!

You need to send an envelope, have it stamped, and already addressed back to you. Don't assume people will R.S.V.P by internet. Some people may not even own their own computers.
