I would notify the dispatcher as to the situation, and drive her to the hospital myself. There is no zero tolerance law for speeding.

Officers have discretion to either take enforcement action or not. If you are being asked this on an interview board or psych eval then answer honestly what you would do.

If the woman is in labor to the point that it is affecting her driving then you should probably call an ambulance. Shes not going to do herself any good if she gets into a car crash on the way there. My wife went into labor and I drove her to the hospital. We stopped on the way to get her some magazines and I went through the drive thru for some lunch. When a woman goes into labor the baby is normally not going to suddenly just fall out. It takes hours. We got to the hospital at noon and my son wasn't born until 6:35 pm.

This question may not necessarily be about if you will write a ticket or not but if you would reason through the bigger issues.

Zero tolerance policing would be a massive failure. If I were ordered to cite and arrest for every little infraction or broken law, nothing would get done but paperwork. Nothing!

Besides I'd quit in a second if that were the case.

I've never heard of a "zero tolerance rule" for speeding. It's officer discretion, meaning if I want to issue a citation I do, if I don't, I don't. To answer your question, if a woman appeared pregnant and in labor, no, I would probably not write her.

It's officer discretion to write the ticket, besides if I really want to write the ticket it takes less than 5 minutes.

NO of course not. It's at my discretion so I would not cite her. I would offer / recommend to call EMS for her though, and tell her to slow down. It wouldn't be good for her to have an accident on the way.
