over the past week or 3 i havnt been eating and i over the past few months i have been underweight (40kgs) (i am 5'7 16 girl)

recently i have been eating more.
and i have noticed my thighs have become really heavy.. like the inner thigh.
and its really flabby, almost like its FULL of water.
more flabby then usual fat.

anyway, am i just putting on weight there because i havent eaten properly (i eat now around 700-800calories a day)

will it eventually stop or even out with the rest of my body?

right now i have like thighs ...a bit of a stomach and no breasts.

please tell me i'll even out.

**i'm not excersising because i'm trying to put ON weight.. but i also dont want to because i want to get some sort of bust happening**.

i used to excersise *had been for 6 months* and lost my breasts and didnt see much change in thighs.. so then i stopped excersising .. then kinda stopped eating.. now i'm eating again and want to NOT excersise.

I just want to know if my body will even out??

we are kinda naturally skinny in our family with not very big breasts.. but i had some before.. they just disapeared.

You are not eating enough calories, you need a lot more than 700 daily. I am just hoping you are under estimating your intake, most people do.
You should exercise it builds muscle and that will help your thighs look less flabby, in fact it is probably the best thing you can do to change them....lots of brisk walking , biking or jogging. You cannot will yourself to grow breasts, that is largely genetic, as your proportions in general are.

From the info gathered,it seems like you are having irregular meals.700 calories is definitely not enough as you are still growing at your age!In fact,you need to double your calorie intake(1500)!Actually,the genetic makeup of female causes fat to be more prominent in the thighs.So,what you are experiencing is pretty normal.
Firstly,you must understand one fact,that you can spot train a particular muscle group,but CANNOT spot reduce a particular group of fats!Hence,when you exercise,you actually burn fats throughout your body.
Here,i'll give you some suggestions on how you can overcome your problem.
1.Do aerobic exercise like jogging,skipping to burn fats.
2.Do anaerobic exercise like squats,leg lift to tone your thigh muscle.(note:don't worry that you will be muscular,cause female genes doesn't allow that.)
3.Avoid oily and sugary food.Have a balanced diet consisting of fruits and vege every meal.

at 5'7 and 90 lbs why would you think you would have breasts?

you are in puberty and starving yourself, you are going to screw up you endocrine system for life and cause yourself many health problems for the lifespan. you need to get some therapy and stop starving yourself. your caloric intake should be double what it is now?

you should just relax about your weight
gradually flabbulating thighs are a natural phenomenon in girls who are 57 and older
