He's your nephew. Do your family tree on a stair - everyone on the same level with you are cousins (1st, 2nd and even 3rd). Everyone above that other than your parents are uncles and aunts. Anyone who comes after you and your cousins' level are nieces and nephews.

A nephew would be a child of your brother or sister. The baby is your second cousin. but maybe your cousin would still like him to call you uncle. Lots of families do this

2nd cousin. You would be an uncle if you had a sibling like a brother or sister and they have a kid. I have 4 nieces and 2 nephews been a uncle for 22yrs and I'm only 32. I guess thats what happens when your father is 78yrs old and had two sons in first marriage before I came along in his 2nd.

SO TOO ANSWER YOUR QUESTION BLUNTLY NO YOU ARE NOT.

The baby of your first cousin, is called your first cousin once removed. YOUR child is that child's second cousin, because they are both second generation from the Grandparents.
Your nephew is the child of your brother or sister.

a nephew would be the child of your brother or sister. Your cousins child is your 1st cousin once removed (once removed by 1 generation). Look up cousins in wikepedia.

he's you're second cousin. Unless you're hispanic and you're talking about primos hermanos and all that but even then he's you're second cousin. I'm hispanic and its arguable in my family wether they are nephews or cousins. Guess it depends on who the person is, atleast in my fam. If you really like the cousin then you might considered their child you're nephew, whereas if you dont, then just a cousin.

He is your second cousin. You can call him your nephew if you want...there is no rules in who is considered family!

The baby is your second cousin. Your cousin might ask him to call you uncle, though. My second cousins call me 'Aunt.'

You definitely right. If your first cousin has a child, you are the childs uncle, not his second cousin.
