Can a color photograph become a black and white photograph, using the negative?

I am interested in trying to make a black and white image from a color negative... cannot take new pictures of the subject.

scan the negative, using black and white in the scanning--voila, a black andwhite picture

You can print them on Panalure paper, which has to be used in total darkness or I have heard of some sucess printing on Polycontrast RC.
