If so: How much would 40mins Bellydancing help?

there are no "stomach flattening" things- you cant spot reduce body fat.
Cardio is the only fat burning exercise and if those belly dancing classes make you sweat/are intense it could be considered as cardio.
to lose belly fat you have to lower your body fat percentage - create a slight deficit in daily caloric intake and you will lose fat.
Even if those classes are not intense and make you sweat a lot you are burning extra calories.

It can, but I find personally it helped toned my arms even more so then my stomach because they were constantly lifted for the arm movements while I'm dancing, which really helps strengthen your muscles.

in terms of physical changes in the body, that all depends on the diet. exercise only provides stimulus to the muscles, heart, etc. the foods that you ingest are what's used to construct the various cells, etc. this is exactly why the body of a person that consumes poultry, beans and vegetables, etc. is drastically different then the one that consumes fast food, cookies and sodas. you are what you eat
