Yes they are different things. One is about people moving between countries and maybe changing citizenships and the other is about selling goods and services between countries.

And they should be managed seperately. But they are both related to each other through country's economic performance. So maybe that reality should be formally recognised in both policies?

Immigration should be linked to trade policy, The United States has had a negative effect on the Mexican economy, the last one was NAFTA, American has ruined Mexico's corn production, by dumping American subsidized corn in Mexico. At a price lower than the cost of a Mexican farmer to plant corn. The U.S. is Mexico's #2 trade partner, I believe it is time for Mexico to play hard ball on trade and immigration with the United States. Mexico is the 6th largest producer of crude oil in the world. Mexico is the #3 oil exporter to the U.S. . Venezuela has threatened to cut off oil exports to the U.S., Venezuela, is the 4th largest exporter of oil to the U.S.. Mexico should use its oil exports to the U.S. as leverage to stop Corn dumping in Mexico and for the United States government to address to the growing anti- Mexican movement in the states.
If the American government fails to address those problems cut off oil exports and sell it to oil starved China!

They both should pursue the needs of the country that has the policies -- that's their relationship. Both should be concerned with getting quality in and keeping the trash out.

Yes Sigy they may be separate issues but the effect is combined. So you're correct they should be recognized in both policies.

Keep 'em separate. The issues are complex enough without muddying the waters by trying to combine them.
