I worked for the Cable company in San DIego, CA.

No, they can't tell from the office. If they inspect the house and the splitter is outside then maybe they will see it.

That being said, if your cable company has a lick of sense and you are only paying for the internet service they will install a filter on the line to remove ALL TV channels form the cable to your house.

Yes. A cable company has software that can tell how much bandwidth is being used, specific TV shows being watched. If you are not paying for TV services, then you may get caught and be forced to pay.

Probably not. However, it might not work since splitters actually have different dB ratings and might not produce a strong enough signal for cable TV.
