A woman's hair is considered seductive to men. That's why women are supposed to cover their heads in church, and women sit apart from men in an orthodox synagogue.
Until the last century, only an unmarried girl would wear her hair long and loose. After marriage she always wore her hair pinned up, unless she was alone with her husband. "Letting your hair down" in front of somebody implied great intimacy.
In New York there are many Jewish wives who virtuously hide their hair or even shave it off.

If you read the context that this sentence of scripture is in, it can help you understand it. Paul is talking about levels of authority. He says in vs:3, "The head of a man is Christ". This is a figure of speech that means that every man is to obey Christ. It is the head of a man that tells the body what to do.
Paul goes on to say that a man when he prays or prophesies, he should not have anything on top of his head, because Christ is his head. A woman, however, should have her head covered when she prays or prophesies. This is because she is to be under the authority of a man. Paul says in verse 10 that the covering on the head of a woman is a sign that she is under authority (of a man).
The shaving of a woman's head was a punishment for disobeying this. Shaving of a woman's head has often been the punishment given to a woman for being immoral. After World War 2, when France was liberated from Nazi Germany, the men shaved the heads of all the women that had become girlfriends of Germans and had sex with them.
Covered does not mean veiled, it means that she should have something on top of her head. Women in the Catholic Church have had to have a hat, scarf, or a special cloth on the top of their heads until about 40 years ago, because of this scripture.
Also, until about 40 years ago, When Christians got married, people were not allowed to make up their own vows. The woman had to vow, before God, that she would, "love, honor, and obey" her husband "until death do us part".

The 'scholar' is misinformed and needs to read the context himself. The passage in question is 1 Cor. 11:5-6. The meaning is that to have an uncovered head (a veil) is the same or equal to being shorn. Just as a women's bald head is a shame onto her, so should be the attending of worship without a headcovering - therefore she should cover her head in worship.

In the Middle-East, a woman who appeared in public barefaced, without a veil, showed loose morals. Some Muslim countries today still retain that custom. Paul's advice applied directly to the cultural situation in Corinth, where unruly women were disrupting the worship services.

A woman's hair is her covering. That's why Christian women don't cover their heads. It means if a woman is going to shave her head or wear her hair too short like a man's, then she should cover it.

I have to be honest . That passage confuses me too.
No one enforces it. Some people believe that the covering is a woman's hair. Some say it's a cultural thing.

What the heck kind of question is that? If what you are asking is if it is biblically acceptable for a woman to shave her head, then the answer is " yes". If you are asking if the bible requires women to shave their head, the answer is "no".
