It means that if you don't have anything that you value, you can take all sorts of risks, because if something goes wrong, you have nothing that can be taken away. The worst that can happen is nothing, but it is still possibe to gain something if all goes well. So why not take the risk?

Not a fact of life because everyone has something. It would indicate that the person is not content with what he has and is willing to take a risk in order to get more.
