I'm not sure what to do with it. Like is there any program on google I can download? Like I uploaded my pictures and stuff with another program for another camera, a whole different one but it did not allow me to upload my videos from my camera, so I deleted it, and now I'm clueless.

Almost each camera manufacture have there own software if you want to download the pictures to your computer you are going to need the software CD that the camera comes with.
Yes many camera's come with memory cards, however, unless you have a printer, that has a card reader it doesn't do you a bit of good. You may check your Camera Manufactures web site and see what they offer in the way of software.
So it leaves you with this, you either need the software, a card reader, or a printer that has a card reader.

One solution would be to look at the camera make and model # which should be printed right on the camera then go to the manufacturer's website and search for software to download. Another way is to purchase an adapter that plugs into your computer's usb port and allows you to plug the memory card from the camera into the adapter and then just copy paste the pics and video right into a folder on your computer. You can take your camera to radio shack and they can help you find the right adapter.

Most cameras have a slot for an SD Card, the newer computers have a place for this card too. So take the card out of the camera and put it in the slot, then the computer will automatically load the pictures

2 solutions:
There is a card in the cam and you need to remove the card and place it in a card reader. The card reader will enable Windows Explorer to move files around just like any other drive.
Most likely there is a USB connector on the cam. If you plug the USB cable into the cam and into the PC, then the cam becomes a card reader and you can move files around as in the first solution.

The CD is only needed for Macs. Windows should install it automatically. Sorry, not much use to you I know, but it means you can stop worrying about the missing CD!
