I download a lot these things and would like to know how
to write one

Install www.primopdf.com
It will add a virtual printer
Whenever you print to this printer it will create a PDF for you.

You need the Adobe composer software, not just the reader, although some programs allow you to save a file as a pdf (like scanner software).
