You need to pursue another line of work. Your comments demonstrate a thorough lack of basic understanding of the population you serve. Other Mental Health para-professionals have successfully employed the practice of having one staff member provide care to the client while another staff member dined in private, and this method has existed for years.It's no shame in admitting you're not cut out for this work or it seemed like a convenient check, because regrettably many people feel this way. But this population is shortchanged enough by society in general...they shouldn't also be shortchanged by their staff. There's easier money for you out there. Go find it. Good luck.

A lot of handicapped people get drawn to certain people. Either you were very kind to him at one point, or he wants a friend. You have to find a way of dealing with it diplomatically. You can try talking to him or you can completely ignore him. Those are your only two choices.
It isn't his fault and you need to keep that in mind when you are around him.

The next time it happens walk right up to him and say "It makes me uncomfortable when you stare at me. Stop it right now." Or, "You have work to do. Don't stare at me while I eat." Don't be loud or abusive but use a very firm tone of voice and look him right in the eye.
If this doesn't work, you may have to alter your lunchtime routine for awhile. (Taking lunch earlier or later.) Eating with your back to him is another good idea.

oh wow.
and walk up to him, and stad in front of him for a few seconds, then say, "stop watching me eat!" then go back and eat again, and if you kept on doing it, i'd be creeped out and move.
and no offense, that was kind of rude when you called him a "dumb mutt"

your co-worker might have a developmental disability and what he is doing might be out of his control. if it bothers you that much try eating in a different location or maybe express to him that is actions or offending you. what type of work do u do? that might play a part in the situation as well.

That thing about watching you eating has nothing to do with his phisycal disability.
The guy probably has some food fetish, nothing to do with being handicapped. Just tell him to please stop doing it because it makes you unconfortable.
