no if you are charging it through the ps3 the ps3 must be on so the power can come from the outlet to your ps3 and into your controller.
but you can if you have a ps3 charging station witch means you plug you controller into a charging dock witch then is plugged into an outlet and charges your controller.

NO, you can't charge the PS3's controller while the PS3 is off, but there is an alternative way to charge the controller.
Instead, while you have the PS3 off or when it's not in use, simply plug the PS3 controller into a computer's USB port while the computer is on, and the PS3 controller will charge. So if your online on Yahoo Answers, you could be charging the PS3's controller by plugging it into your computer.
