GOT MILK is a slogan for a milk company and is used in jokes because this company gets a lot of publicity...in the commercials the actor/actress will take a sip and then say got milk...in jokes, things like a mother breast feeding would make people who are with her say got milk

Its is a gramatically incorrect phrase used here in the US to advertise the dairy industry. Asking if you got (have) milk, usually when milk would be highly missed as in with chocolate cake or cookies.

it's a catch phrase like the other posters said ... it is well-known and referenced because of a lot of really cheesy/corny commercials they did to show the benefits of calcium on the body ... they often focused on attractive and athletic people and celebrities saying they got that way etc. b/c they drank a lot of milk ...
it is also referenced in a derogatory manner when referencing a woman's breasts ...
