They can certainly slow their growth down a great deal if the resources aren't sufficient to build on much more structure, but they wouldn't completely stop unless they died.

unless theyre deforested and never planted back...
or too much acid rain goes in the soil and the sulfur prevents growth...
or when the soil is over-cropped

Youre not a fairy you are just a failure in life and evrything it throws at you, stop consuming the plants in your fairy garden and you might just be alright
