For free, Windows Movie Maker is okay.

I would suggest purchasing something instead of any free program.

Amazon.com sell Adobe Premiere Elements 4 for $89.00 and there is a $20 rebate, so cost is $69.00 (USD)

That is really cheap for a good program - better than all the free ones.

So if you are serious about video editing, I would suggest Premiere Elements 4.
