Yes, my mother who was born a Jew, was an atheist all her life. Her father mistreated her terribly, and as a result as a teen she decided there is no God, and she stuck by that all her life.
I turned out religious, even though I never even heard the word "God" spoken in our household when I was growing up, except once when my mother said "People like us don't need God" I thought that was very arrogant.

Yes, a person can indeed be a Jewish atheist!
A person only stops being Jewish if they embrace another religion/theology. So for instance, a person cannot be both Jewish and Christian; the two religions are mutually exclusive.
