The question assumes a position that is anthropomorphically based and this is a natural situation for those who seek to comprehend the Spiritual from the position of the brain.
God is not "in control" like someone might be "in control" of driving ones car. The Creation consists of three vibrational realms or realities. The physical plane is the one in which we reside and are "thinking". Only on the physical plane is one required to use a physical muscle to comprehend others.
The MIND realm is the next "inner" plane of existence, and it is composed of the Astral and Causal planes. On these planes there is direct perception, or communication from MIND to MIND directly. The mystics tell us that relative to space and size, the physical plane would be like the head of a pin in the Astral region.
This is difficult to comprehend, and few are capable of doing so. My point is that God operates the Creation, and entities are assigned the administration of the elements thereof. For the physical plane, there is an entity known in Eastern mysticism by the name of Kal. Kal is the lord of the MIND, and administers the exploration and experiencing of the three lower planes of existence by each Soul via Fate Karma, administered by the individual MIND attached to each Soul.
The Soul is composed of what I refer to as Neutral Spiritual Energy, or NSgy, which is the Energy of God. NSgy is an Absolute Energy in that it is permanent, cannot be other than it is, and never changes. This last requires the Soul to have a way to interact with the planes of energy that are not Absolute like that of the Spiritual realm. I refer to this Operational Energy of the Soul by the symbol "Apapsyche".
The point is..... to imagine the Soul "choosing" God, like a child would chose some man as its father is so far from Reality that such a notion only serves to ridicule the Reality.

You don't chose God, He chooses you. God gave you freedom of choice. You can chose to have Faith in God, or you can chose not to. The Bible says by your Faith and His Grace you can achieve salvation. You put your Faith in Jesus, accept Him as your savior and that He died on the Cross to pay for your sins, then God will choose you to be one of His children.

It's like this, God is like the sun (center of our galaxy) and we are like the planets, those that chose him are close to him i.e. earth and we benefit from his grace. Those that do not are like the outlying planets, still part of the galaxy but cold, barren and lifeless. Just one example of how things are. Even though He has absolute control, He still allows us to retain our free will

God is in control, for thou art the One/Love/God/self. Choose to be in control of self and then be whomsoever 'tis your choice. When you don't choose your beingnesses, then you abdicate your control (power) over self and give it to others. The trick is to remember whom you really are (God-being) then just be - without needing or desiring justification for your choices. 'Tis fun personified, no matter what the directions you take. I guess an analogy (not a very good one) would be like your parents choosing to give birth to you. You can either love them or hate them. However, because they are your parents, they are in control.
So God gave us life and a will, revealed Himself to us through Jesus, and draws us to Him through the Holy Spirit. We exercise our will by either accepting Him into our lives or rejecting Him. In the end, it is written, "every knee will bow and every tongue confess that Jesus Christ is Lord."

God has given us free will. Once given the correct information about how he Loved us and gave his only son so we could have eternal life the we may choose to accept or reject this gift.The decision is ours to make.
