Get him some gift cards for a local Go-Kart track if you have one nearby. Or see if your locale has an autocross group and maybe take him there to get some hands on with people who enjoy the same thing he does. Most autocross groups have their own rules they have to follow for insurance purposes, but there are some that allow ride-a-longs w/o being licensed. I had a 16 yr old kid ride with me, he was licensed, and he thought it was the greatest thing since noticing girls. Autocross is a great starting point for kids who enjoy cars and racing. The plus side for the parent is that the kid not only learns about his car, but learns to respect the responsibilities involved with driving.

Depending on what kind of car he has, there are kits available that he can add ground effects to the car. They don't make the car go faster but they look neat, are easy to install and easy on the pocket book.
