"Where are you from?"
It's the shortened form of "Tu es d'ou?" - casual, written the way it sounds when you speak it quickly. Sort of like contractions in English, "t'es" is similar to saying "you're".

This is informal French
If you want to to say it right say : D'ou vient tu? A little more formal
D'ou est vous? very formal

Assuming you mean "T'es d'où?" it's "where are you from?" (literally you're from where?)
But "T'es doux" would be pronounced the same and means "You're soft" (only for a guy though, a girl would be "douce").
