Property tax rates are controlled under Prop 13 state wide. The property value is set when title changes hands (except for inheritance or division of the marital estate in most cases) and property taxes are set at between 1% and 1.25% of the purchase price. Taxes may rise annually but no more than by 2% of the tax bill for the prior year.

The only exception to this is under Mello-Roos. Those are special assessments voted by a significant majority of the affected property owners -- 70% is require to pass if memory serves -- but otherwise the property taxes are limited under Prop 13.
