For jobs like Starbucks, do employers interview every applicant or do they only pick the applicants with the qualification that they are looking for and only interview those people?

There is no way an employer could possibly interview every applicant. There are not enough hours in the day. I would say that they interview between 1 and 10 percent of applicants, depending on the company or the industry.

No, it would be impractical to interview every applicant. Their business is to make coffee and serve it to other customers. Interviewing people does nothing for their revenue. Rather, it costs them money to hire an employee.

The general formula is this: An X amount of applications are submitted. Of those applications, the employer will select some to call back. Out of those contacted by phone, only so many will be invited to interview. Out of those interviewed, some will receive offers. There's a chance that the offerees may reject the offer so the employer will have to go to its second choice, or if there are none, start the process over again.

The whole thing is not a pleasant experience for them. Employers hate having to screen and hire as much as candidates hate job searching.

They can't interview everyone - they'd never have time to do anything else. They pick out the applications that look good, and interview those people, if they need to hire someone. Otherwise they probably won't interview anyone until they need someone, and the people they interview would probably be out of those who had applied in the last 3-6 months.

They only interview those that they feel may be qualified. It would be a waste of their time (and yours) if they interviewed you, but knew that you were not what they are looking for.

No they don't they all interview the applicants that look catchy or well presentable

No it is not proper to ask a political viewpoint. There are many other sources that can be used to learn the background and reliability of a prospective employee. References, background checks, work history, drug tests, to name a few.
