i've been told it makes a ee sound and an oo sound so i don't know.

If you're meaning the cyrillic letter that looks like Y, then the sound is [u:] ~ pronounced like American/English 'oo' as in 'hoot'.

If you mean the Cyrillic character that looks like a Y it is 'oo'.

If you are talking about a Y that has already been transliterated out of Cyrillic, let's say the name 'Bykov', then it is a 'ee' sound.

Another example:
The letter that looks like a 'B' makes a 'v' sound in Cyrillic. But once it's been transliterated then it's a 'b'.

Yes, JJ is right about that. They cyrillic 'y' is pronounced like 'oo'.

The cyrillic letter 'и' that looks like a backwards 'n' is pronounce 'ee'
