The episode was actually called "The Power Transfer". It was a 3 part episode. I don't know if they ever released it on video, but you could check Amazon or Ebay, I'm sure at this point you would have to get it used.

The exit of three of the main Rangers, when their powers get transferred to three new Rangers, Aisha Campbell, Adam Park, and Rocky DeSantos when Trini, Jason, and Zack were selected to go to the Youth Summit in Swizterland. To execute the change, the six Rangers must travel to the Deserted Planet and retrieve a sword. Also Serpenterra arrives and destroys the planet, but not before the Rangers complete their mission, now Zedd greats the Rangers with another monster. That monster turns out to be Silverhorns.
