It depends upon what you mean by your question. If you mean it in a philosophical sense you probably refer to Augustinian Just War Theory. Essentially it explains under what circumstances making war is justified and once war has been waged to what extent it may be done.
If you mean what are the present day rules of war for the U.S. military you probably mean the Rules of Engagement (ROE). This refers to the circumstances under which soldiers are authorised to use force if necessary.
