Often we have missed out on a good film because it pauses too often for buffering! It is mostly chinese sites etc, but why does it be allowed to continue?

Buffering, another way of saying downloading a stream is needed and required in order for your PC to get the movie; you are downloading a stream from a slow server maybe, or perhaps your ISP hiccups, which causes the movie to pause. Some servers are quicker than others; what I learned to do is don't play the movie while it buffers; hit Pause and wait for buffering to reach at least 75% before playing and you won't skip again.

Buffering depends on a few different things..

Server speed, your computer speed, internet connection, RAM amount, server history, etc. Or a combination of all the above. If you have a fair internet connection, do a little basic maintenance, disc cleanup, disk defragmenter, etc. If your video viewing does not get better it is most likely the server(s) the videos are stored on.

depends on yours and theirs bandwidth..

depends on the sites you mean..

e.g. youtube / google video buffer.. but you leave it to buffer till the whole thing is downloaded before playing ,then you have no problem with it.

you are probably watching an illegal site,they have poor bandwidth and once a few extra people start watching the download speed just decreases.
