Bush is only doing what a polished politician is best at; he's placating those people who are the most gullible and misguided by appealing to belief and their love for applying hope in place of effective action based on knowledge -- and he's getting voters into his party at the same time.
The African aids epidemic is currently being seen as a remarkably less portent threat -- some 40% fewer cases are occurring than were predicted just a few years ago. Awareness and prevention are the key components until our Medical research scientists and pharmaceutical companies can become schooled enough to find better solutions.
I'm more inclined to be impressed by Bill and Mrs Gates who have established an annual aids assistance program into their foundation -- it offers an annual donation of 10 million dollar as a reward to the country that is most actively working (rather than just praying) to stem the growth of the disease.

No he's not a doctor or a theologian but he is a politician who completely understands who elected him and what a debt of gratitude he owes those people .Most politicians would have the moral decency to simply slide the cash under the table but Bush lacks that kind of morality instead what he does is use a process called" honest graft " that create situations that allow money to legally flow to those he is indepted to.
If faith based groups want to fight AIDs they will require money by Bush supporting them as they supported him ,it insures that the money will flow their way .

Note the rise in AIDS among 15-19 year olds and also 20-24 year olds. These increases took place between 2001 and the present. Coincidence? No. Faith-based religion is not the answer to AIDS. Condoms and sexual education are essential. We're talking about people's mortality here.

Because so many people have tried to stop/ prevent/ insult/ degrade any type of faith based help because they do not want anything related to God as part of a "help" idea....
It is a war against a bad disease...people preventing faith based groups from helping are only hurting those people who need the help so very much....
one does not need to be a theologian nor a doctor to realize that help is needed....

The abstinence people are idiots.
They don't realize that many wives and children (especially in Africa) are infected by unfaithful husbands. So the wives and babies get AIDS because Christians don't want to give out condoms because they need to push their religious agenda of abstinence.
