The law is to make a FULL stop at a stop sign. There is no time limit for the stop, just as long as you make your car stop completely at the sign.

No law on time at the stop sign, but the law does say 'full stop'. Also, some states like NM will further add "You must wait until crossing vehicles and pedestrians have cleared and pull forward only when it is safe to do" in their licensing manuals and traffic codes. So, the wait at a full stop can realistically be between 2 seconds and 180 seconds even more depending on road conditions.

I don't know if there's a time requirement. I've been pulled over for running stop signs before.

It depends on the state in which you live because each state has jurisdiction over it's own roads.

From what I know you need to come to a "Full Stop". How long you have to be is beyond me. I guess that means you have to stop moving and all forward momentum must end.

Look over your state's traffic codes. You'll find out.

My daughter just got pulled over in Greeley, CO and the cop was going to cite her because he said the law says you have to come to a complete stop and wait 5 seconds before proceeding. Would like to know where he found that LAW or if he is just making up the laws as a revenue generator!!

I've often wondered where people get that idea. I've never heard of any specific time limit. As long as you come to a complete stop, you're fine.

Sitting there counting off seconds is a sure way to invite road rage. Three seconds may not seem like much, but in certain situations it could lead to trouble. Picture this scenario: You come upon a stop sign, and there's a decent gap in traffic - enough to easily allow you and the vehicle behind to go ahead, providing you don't dilly-dally. You sit there counting off seconds, the gap is closing, and the person behind you gets furious. It's an ugly situation waiting to happen.

There's enough road rage out there as it is. Why invite more? Come to a stop, and get moving if it's clear.

It depends on each State, the usual version of the description for disobeying a Stop sign is: "driver's must make a discernible stop before proceeding.

No, there is no time limit.
But, there is a reason.
Generally it takes time to turn your head. And it takes time too look.
So, if you have done everything properly, 3 seconds has already passed. Stop, turn left, look, turn right, look, turn left, look, turn straight and look. Then go.
