I just found out that the kilometers of my 2004 honda civic has been changed. He sold the car with 28,500km but in the ministry car report, it states that the car was sold with 282,000km. What legal actions can be taken... I need some advice, becuase i'm really pissed about this.

Don't know about your laws, but in the UK ,unless the seller specifically told you the odometer reading was correct, and you can prove that he did, you don't stand a chance.
