CIH is right. Mythbusters did some experiments with this question.

They fired a .357 Magnum revolver with no damage, the bullet went just a short distance and failed to penetrate even one 1" board.

They also fired an M-1 Garand, .30-'06 rifle underwater. Again, no damage to the gun and the bullet did not exit the water tank.

Then, they fired a shotgun underwater. The barrels ruptured. They theorized that the weight of the water colum, added to the weight of the shot, coupled with the pressure generated by the powder and the thinness of the barrels is what caused them to rupture. IIRC, the barrels split just ahead of the forearm.

If by "Can it be fatal?" you mean can a person be killed with a firearm fired underwater, I'd say probably not. Based on the Mythbusters experiment, I'd say the only way you might be able to fatally injure a person firing underwater would be if you pressed the muzzle against their body. Then you might risk a barrel rupture due to elevated pressure and obstruction.

If all of the air has been expelled frolm the bore of the gun, it can be fired underwater. There was an episode on Mythbusters where they showed that this could be done.

Can it be fatal to whom? The shooter or a target? The concussion could do damage to your ears if they were under water but no harm would come to you if you make sure that all of the air is out of the action and bore befre firing the gun. The bullet will not go very far because the water slows it down very quickly. I think that on Mythbusters, they found that the bullet went only a few feet before dropping to the bottom. If you were close enough to your target, it is possible that you could cause a fatal injury but if he is more than a few feet away, he would not be harmed.

It could happen. Shooting INTO water causes most rifle bullets to fragment severely. Filling a gun barrel with water would be like putting very light snow in the barrel without packing it then pulling the trigger. Would it be enough of an obstruction to cause the gun to "blow up"? It might not be, but then there is an equal chance that it might. Not something I'd ever want to take a chance with!

A gun such as an M16 with a closed gas system, can be damaged if fired underwater, but the vast majority of weapons, old and new, are not made in this fashion, and will not be effected.

It might. Barrel obstructions will often result in some sort of material failure and a bore full of water is definitely an obstruction. Depends on what you're shooting and how sturdy it is. Certainly NOT a good idea.

the gun doesnt blow up but the bullet breaks into a bunch of little pieces
i wouldnt recomend trying it :)
