the tolerance of your final value is important to answer that question, i.e. you will always have oscillation about the value (value +/- x ) /// this is depending on what is acceptable in the circuit.
rise time: time to reach the lower limit of your final value ( i.e. value-tolerance)
Settling time: time after which the signal stays within the tolerance value +/- x
