Its alittle late for your father to be a parent with a grown man. If he's a drug using employee, your father's business is at risk.
I think your father should do what every employer face with drug use in the workplace should do, fire him.
My guess is that your father isn't going to have the backbone to do that, or my other suggestion, but he needs to recognize that enabling your brother is not protecting him, or nurturing him, which is a parents main responsibility. Your brother is a grown man, he needs to be put in the position of being responsible for his own behavior. Your dad needs to set rules and consequences but my guess he won't do that either.
Its alittle to late to change a lifetime of behavior.

If he is 19 then he is an adult. Parents do not have to keep supporting a child after age 18, legally.
You can give him notice that he has an amount of time, maybe 4-6 weeks to find his own place, or get a roommate somewhere.
Since he has the money then this shouldn't be a problem. Your parents shouldn't have to question themselves regarding this. Make a decision to stop enabling your brother and let him figure out life on his own. He will soon learn that he can't pay the rent and buy all the drugs too.

The drug thing blows the whole answer... Drugs should NOT be allowed in anyone's home and since parents are allowing it, they then get exactly the treatment they are obviously wanting.
Expect MORE from a child and they will rise to the occasion... Expect nothing and you get what you ask for !!

He's 19 so he can be on his own, your father is enabling him to have extra money to buy drugs allowing him to stay home, being on his own will make him face reality and it'll be his choice if he doesn't have money to pay the bills to buy drugs.

Put him on Intervention so you don't have to worry about the drugs. Drugs kill you know? He needs to be gotten off of them at some point. That's what I'd do for my brother.

he needs to move out get his own place he could still work for your dad but he will learn responsibility by paying his own way
i would also try to persuade him to look into help with getting out of the drug use

Tell him to grow up and DO try to find him a rehab center that would help him then let him move out after he is ok.
