It is a legal requirement to show a police officer your driving licence when requested (that is both parts), however;
The police do not expect drivers to be in possession of their driving licences (or other driving documents) and therefore issue a form Gen 164 (commonly known as a producer), which would afford you seven days to produce the documents at a police station of your choice (in England and Wales).
Further to that I personally would accept just the card part of the licence at roadside. We do have access to the DVLA database, which can be done via personal radios through the police communications staff. Likewise we can check the insurance database.

Yes. Dont pay any attention to the old urban myth that the police cannot examine the paper (counter part) of your licence at the road side, they can and failing to surrender a licence for examination is an offence under the road traffic act.

It is perfectly legal for a Police officer to request to see your driving licence (ALL OF IT!) if you read the licence form then you'll notice it says that if requested you must produce both parts (Photo card and paper counterpart)
As far as i know if you don't have them the Officer will give you a "Producer" or "Horti" which means that you have to produce your documents within 7 days at a specific Police station (You get to choose where, normally its the closest Police station to you for convenience)

If you are required to produce your licence to a Police officer then you have to produce the photo card and the paper counterpart (or just the counterpart if you have the old style licence) so yes, it is legal.
Failure to produce the whole licence means failure to produce the licence as per the requirement.

What do you mean? You dont have to produce it. But they can see either part of the licence at the side of the road but they may ask for you to bring your plastic photo card into the police station to prove that you are who you say you are. ( I think it is called a producer, you must provide all documents requested within 7 days)

What do you mean by the "Paper" part of the license?? Are you talking about your Registration & proof of insurance?? Because that's what they're allowed to ask for. Anymore than that requires either YOUR permission, or a warrant! The typical person would be surprised how many times simply saying "No" to "Would you mind if i searched your car", gets them off your case (As they then MUST go get a warrant), and to do so must show probable cause, and denying permission to search doesn't wash a "Probable Cause", (At least in court)!

by law you are only required to SHOW the officer your licence i.e the id card licence , if you do show the officer your paper copy the officer is not allowed to open and read the details logged , you are only required to show your licence ,DO NOT HAND IT OVER UNDER ANY CIRCUMSTANCES
