First answerer is completely wrong. PS3 games are region free (unless developer, not Sony, locks it - never saw it myself).
I live in Eastern Europe (PAL zone) and my PS3 is from States (NTSC U/C). Local PAL games work perfect.

No, but I think Sony got rid of the NTSC and PAL for games. PS2 games have the NTSC label, but the PS3 games that I have don't have the NTSC label on the disk or case.

No. They have hardware locked disc readers. I have seen info floating around the web about how to bypass that though.... you might try googling mod chips and what not for the ps3.
